Changes Proposed for
Tax-HST on New Housing
The 2009 Ontario Budget proposed 13 percent Harmonized Sales
Tax (HST = 5%GST +
8%PST) starting July 1, 2010 on newly constructed homes and
services such as moving
cost, legal fees, home inspection fees and REALTOR® commissions.
The provincial government has further proposed changes to
HST on June 18, 2009 as follows:
• Enhanced new housing rebate -For new homes under $400,000,
on average, no additional tax amount compared to the current
system.
• Homes priced between $400,000 and $500,000 would be
eligible for a portion of the rebate, and homes priced above
$500,000 would be subject to the full HST.
• Sales of new homes under written agreements of purchase
and sale entered into on or before June 18, 2009 would not
be subject to PST portion, even if both ownership and possession
are transferred on or after July 1, 2010. The tax would also
not apply to sales of new homes under written agreements of
purchase and sale entered into after June 18, 2009 where ownership
or possession is transferred before July 1, 2010.

-Air Conditioner Rebate Program
* $25 rebate when you switch to programmable thermostat and
have it purchased and installed by a participating contractor.
* $250 rebate when you have an existing central air conditioner
(CAC) replaced with the purchase and installation of an ENERGY
STAR qualified CAC system
* $400 rebate when you have an existing CAC replaced with
the purchase and installation of a stand-alone CEE "Tier
2" level central air conditioning system or ground source
heat pump.
